How should I manage tax debt wisely?

I finally have the income to clear my IRS and California tax debts in the next two years, but I’m terrified of a sudden lien or bank levy affecting my family. Is it better to pay everything off quickly or to create payment plans and negotiate penalties for better cash flow?
