Why is my debit card declining again and again?

I got my new Bank of America debit card, and experiencing problems while making online purchases. My payments are routinely denied, even though I used the right billing address. My card is activated, but the problem still exists. Are there any security measures which I need to check? Is there a temporary card hold or restriction possible?
